Should we always 'Buy American'? Apr 18th 2012, 18:40 San Francisco's BART subway system has adopted a "Buy American" policy as it makes plans to start replacing its cars. BART plans to spend $3 billion on the upgrade and says it will give first preference to rail cars made in the US with parts primarily manufactured here, too.  Do you think the transit system is making the right call?
